Motorsports Park/Drag strip Proposed for Lompoc. After our last meeting, the Lompoc City Council voted to terminate its involvement in this project at a special meeting. 1. Call to Order by Interim Chair Janet Blevins: Introductions; Agenda Review (5 min.)
2. Review of Election Results. As they relate to SBCAN advocacy positions. (10 min.)
3. Final EIR for Pacific Coast Energy Company's proposal to double their current 96-well cyclic-steaming project: Item to be reconsidered at County Planning Commission on June 29; debrief and consideration of next steps. (10 min.) 
4. Phillips 66 Rail Terminal and other immediate hazards of oil-on-rail: Monthly update on status of efforts to convince County of San Luis Obispo to disapprove the project; the SLO Planning Commission has now directed staff, who had recommended denial, to return on September with findings for approval. And most of you have likely seen the news reports from the Columbia River Gorge. (5 min.)
5. Community Choice Energy. We need to encourage the County Board of Supervisors to approve funding at its budget hearing next week to continue the feasibility study. (5 min.)
6. Motorsports Park Proposed for Lompoc. After our last meeting, the Lompoc City Council voted to terminate its involvement in this project at a special meeting. Five days later they voted to reconsider that action and the reconsideration is on the agenda for June 7. (10 min.)
7. Bailey Avenue Corridor Annexation. The last time the Lompoc City Council considered this matter, direction was given to staff to initiate action that would lead to Local Agency Formation Consideration of the annexation request. (5 min.)
8. Farmworkers’ Bill of Rights. Continuing discussion on this topic, which has been initiated by CAUSE and endorsed by SBCAN and dozens of other organizations. (5 min.)
9. Buena Vista Park in Santa Maria. The effort to upgrade this inner-city park in Santa Maria has grown to involve a couple of dozen organizations, including SBCAN and CAUSE. It has become a case study in how a park can become a focal point for community building. Also a case study in how a city bureaucracy has avoided real engagement with the community and with energetic volunteers. There are a couple of new parks coming into Santa Maria, and others needing revitalization; and there are, no doubt, other park projects around the county. (10 min.)
10. Central Coast Power Connect. PG&E, under direction from the California Public Utilities Commission, is planning a major new transmission line from the Central Valley to the Santa Maria Valley. Staff attended public workshops a couple of months ago; as well as another on May 26. PG&E is focused on alternative alignments for a new 230 kV line, which would help reduce the risk of power outages, like one that affected tens of thousands of customers for a few hours three years ago. SBCAN and others might consider advocating a different focus for some $150 million of utility users fees...say solar and wind, and developing a micro-grid in North County, as is being discussed by some in South County. (10 min.)
11. Governor’s By-Right Housing Proposal. The Sierra Club and the California League of Cities have come out against this proposal. SBCAN’s Board will consider this topic Wednesday evening. On Wednesday, June 15, the Santa Barbara County Board of Supervisors will vote on funding to go towards a local Community Choice Energy program. This program is a powerful tool that would provide county residents with cleaner electricity from renewable sources like solar and wind, all for prices competitive with or cheaper than our current utility.

Wednesday’s budget hearing is the best opportunity to secure
funding for Community Choice Energy and continue progress toward launching a local program.

Similar programs in Marin, Sonoma, Lancaster and San Francisco have all demonstrated that Community Choice Energy provides:

• Cleaner electricity with lower greenhouse gas (GHG) emissions
• Competitive and most often cheaper electricity rates
• Local control and local accountability of our energy provider
• New opportunities for local renewable energy projects and high paying, union jobs.

Sign this letter now to urge supervisors to support Community Choice Energy by voting yes for 2016-2017 funding.
